Information Assistance
The Senior Outreach Program helps to meet the diverse needs of the aging population, sixty and over. Senior Outreach Workers provide information about programs, benefits, and services that may be available to seniors in our community. Our Senior Outreach Workers are also available to help fill out paperwork or applications for programs. They serve as advocates when seniors are having problems with social security, food stamps, medicaid, health insurance, and more.
JCEO’s Senior Outreach Programs is funded by Clinton County Office for the Aging and the New York State Office for the Aging.
Health Insurance Information, Counseling, and Assistance (HIICAP)
Understanding your health insurance is a vital but often times confusing experience – but we can help!
Our HIICAP program helps seniors navigate Medicare and other healthcare plans. Experienced Senior Outreach Workers can answer questions regarding covered costs, deductibles, benefits, prescription plans, and more. These services are available to those enrolled in Medicare, soon to be enrolled, and their beneficiaries.

Independence
Rural Transportation
JCEO understands the need for seniors to get to and from medical appointments.
Our Rural Transportation Program helps seniors in Clinton County who no longer drive or have no transportation get to their appointments. Senior Outreach Workers link seniors to volunteers in the community who provide this service throughout the area free of charge. There are no income guidelines and all services are confidential.
Seniors may contact the Community Outreach Center in their town. Seniors residing in the towns of Schuyler Falls, Beekmantown and the City of Plattsburgh may contact our main office for assistance at 518-561-6310. This service is funded through a cooperative effort by the Clinton County Office for the Aging and the New York State Office for the Aging.
Senior Care/Senior Repair
JCEO offers a repair program for seniors in need of yard work, repair work, general housekeeping, or personal assistance. Seniors are provided with the name and contact number of individuals willing to perform the service at a suggested rate of pay. Seniors whose income falls below poverty guidelines may receive volunteer help. All providers are screened prior to placement.
Telephone Reassurance/Friendly Visitor
JCEO administers a Telephone Reassurance Program, where volunteers call seniors on a regular basis, specifically those who are home-bound and those who live alone.
Our Friendly Visitors are volunteers that visit seniors in their home. They offer companionship and security to seniors unable to leave their homes.
