JCEO is a private, not-for-profit human service agency that serves the residents of Clinton and Franklin Counties through its main administrative offices as well as 13 Community Outreach Centers and 10 Head Start Centers. All programs are based on JCEO’s mission to alleviate poverty through practical, timely, and innovative services that emphasize and develop problem-solving skills.

Food Pantries
JCEO operates 15 food pantries throughout Clinton and Franklin Counties. We distribute thousands of pounds of food each year to those in need.

The Backpack Program - become a sponsor
The Backpack Program provides a backpack full of food for children in need on the weekends. Your sponsorship of $300 provides food for one child for one school year in Plattsburgh. This program is coordinated by JCEO's Community Action Angels, a volunteer board dedicated to helping the community, particularly children, thrive.
Helping children in foster care
Fostering Komfort is a project of JCEO's Community Action Angels and the Plattsburgh Kiwanis Breakfast Club. Our goal is to provide a backpack with comfort items for children entering into foster care or transitioning between foster homes. Each backpack has age-appropriate items, so the child can be more comfortable in their new environment. Backpacks contain essentials like diapers, toothbrushes, and soap, along with comfort items like a toy, book, or stuffed animal. The average cost of a bag is $70, with the most costly item provided being diapers.
